Third Driving Licence Directive

From Antonio at FEMA:

Yesterday , the European Parliament delegation agreed reluctantly on the compromise proposed by the Luxembourg Presidency this was against the motorcycle community position.

And would have meant that the second reading in the EP would only be formal.

It would have been impossible to oppose amendments being tabled by individual MEPs. The European Commission being strongly in favour of a quick solution, the EP delegation accepted.

However Germany managed a blocking minority with other Member States (which ones still unclear) in order to delay the Common Position.

This means that next week at the Transport Council meeting there will only be a discussion on DLD, but no decision.

What this means is that with the delay we have an opportunity to reopen the discussions on the motorcycle part in late September or even October, however informal meetings will take place earlier.

The UK Presidency running July-December might have a different agenda on the DLD which will give us and the BMF an opportunity to influence the UK Presidency.

FEMA may organise a Workshop on motorcycle licensing in the European Parliament during September for all involved parties MEPS, Commission etc. We might get our voice heard and actually listened to.
