MODE HIERARCHY POWERED TWO WHEELERS

The Borough Council of Kings Lynn & West Norfolk has released their Transport Policy Statement adopted in Feb 2003.

PTW's are a relatively fuel-efficient mode of transport for medium length (over 5 miles) journeys compared to private cars which often only carry one person. They take up less road space and parking area. They provide a cheap and flexible means of travelling to work, particularly in rural areas and are more socially inclusive as they are more affordable than cars. The safety of users needs to be improved, whiles secure parking facilities will encourage greater use.

Policy: The Council will, in partnership with the (Norfolk) County Council, seek to encourage an increase in the modal share of PTW's , while reducing the casualty rate, by improving parking and interchange facilities and promoting safer motorcycling through education and training and speed management.

Policy: The Council will, in partnership with the (Norfolk) County Council provide safe, secure motorcycle parking facilities at convenient useful places (bus and railways stations and car parks)

Mode Hierarchy: The Council is committed to a mode hierarchy in settlements which is in priority order:
Walking,
Cycling,
Public transport,
Taxis,
Essential motor vehicles i.e. those used to support commercial activity and where there is no reasonable alternative (including freight vehicles) and powered two wheelers
Non essential motor vehicles (i.e. where there is an alternative)

The Council's approach to transport matters will be based on this mode hierarchy.
